The government will transfer 160 pupils from Nakivubo Settlement Primary School to Nakivubo Blue Primary School next year as the former school site is earmarked for development into a Skills Training Centre, following a presidential directive.

Minister of ICT and National Guidance Justine Kasule Lumumba said the directive had not been discussed by Cabinet but maintained that it should be respected, adding that any advice or concerns should be communicated privately to the President rather than debated publicly.
Speaking at the Uganda Media Centre on Tuesday, Lumumba said the letter bearing the directive remained authentic, noting that neither State House nor the President’s office had disputed it.
Kampala Minister Hajjat Minsa Kabanda confirmed the planned transfer during an inspection of the two schools. She said President Yoweri Museveni had earlier written to her seeking clarification about their status and the government’s plans for their future.

Kabanda said Nakivubo Settlement Primary School was in poor condition, with limited space that could not provide a suitable learning environment. She added that Nakivubo Blue Primary School was undergoing improvements, including the construction of a three-storey classroom block.
However, Nakivubo Blue still requires additional infrastructure, including a proper perimeter wall, according to the school administration.
The inspection also highlighted a land dispute involving businessman Festo Kasajja, who reportedly wants to develop part of the land occupied by Nakivubo Blue Primary School. He has been asked to hand over a building constructed on the school premises for school use.
Kasajja disputes the claims, arguing that the developments were based on agreements reached in the 1990s. The matter remained before court at the time of reporting, with no final resolution reached.
