RUHINDA NORTH — Deputy Speaker of Parliament Thomas Tayebwa has raised concerns over delays in accessing Parish Development Model (PDM) funds, alleged corruption and limited youth representation on PDM committees during an assessment of the programme in Ruhinda North.
Tayebwa, accompanied by district political and technical leaders, met residents across the constituency to assess the implementation of PDM funds and address challenges affecting beneficiaries.
Residents reported waiting for up to two years after registering for the funds. Tayebwa attributed the delays partly to the fund disbursement process and called for transparent beneficiary selection based on the order of application.
He directed that lists of applicants be displayed on parish noticeboards, arranged according to application dates, to promote fairness and accountability.
The Deputy Speaker also warned residents against paying illegal charges to access PDM funds, urging them to report anyone soliciting money.
The assessment further revealed cases in which beneficiaries received less than the expected Shs1 million, particularly during the programme’s initial implementation. Tayebwa clarified that beneficiaries are required to repay the amount they actually received, while noting that discrepancies arise when individuals sign for Shs1 million but receive less.
He encouraged beneficiaries who received funds during the initial phase to repay their loans to qualify for another round of funding.
