Kabanda Exits PLU SG Role, Linked to Internal Affairs Ministerial Slot.

Gen. Muhoozi Kainerugaba has intensified a sweeping shake-up in the Patriotic League of Uganda (PLU), replacing long-serving Secretary General David Kabanda with Hon. Fadil Twalla in a move seen as part of a broader restructuring of the organisation’s top leadership.

Muhoozi, who has been spearheading efforts to reposition PLU, announced the changes on Monday morning and ordered an immediate handover of office. The decision comes just hours after Muhoozi unveiled a reconstituted PLU Central Committee, in which only four members of the outgoing team were retained. He described the overhaul as necessary to assemble a “fresh team” capable of confronting the new political and organisational challenges facing PLU.
In a statement posted on X, Muhoozi confirmed Twalla’s appointment and praised Kabanda’s tenure, saying he had set a “high standard” during his three years as Secretary General.
“The new General Secretary of PLU is Hon. Fadil Twalla. I will work closely with him to achieve our objectives. I thank Hon. Kabanda for his 3 years of excellent service. He set the standard high for the position,” Muhoozi wrote.
He further directed PLU National Vice Chairman Michael Nuwagira, popularly known as Toyota, to supervise and ensure a smooth transition between the outgoing and incoming secretaries general.
Behind the scenes, however, Kabanda’s departure from the PLU secretariat may mark the beginning of a new chapter in his political career. Sources indicate that he is being considered for appointment as Minister of State for Internal Affairs, a key security and governance docket.
The position has remained vacant following the failed nomination of Prof. Muganga, who was reportedly blocked over issues related to dual citizenship, prompting the search for a new nominee.
If confirmed, Kabanda’s move to Internal Affairs would signal his elevation from party administration to a sensitive role within the central government, potentially strengthening PLU’s influence in the security and internal governance sphere.
For now, PLU insiders say the focus is on consolidating the new leadership under Twalla, as Muhoozi bets on his revamped Central Committee to drive the organisation’s next phase of growth and political mobilisation.
